Does my father need to be present for me to get a passport?

My father lives in wisconsin and I live with my mother and stepfather in California. According to the passport info site my father must consent so I can get a passport. Understandable. But he doesn't live here, does he need to be at the post office so I can get my passport or is his signature enough? I'm sure he is fine with giving a signature, so I can go on a Mexican Disney Cruise but I'm positive that he won't come out here so I can do that.

If we can't just have a signature, what can I do without him coming out here?

His signature will be enough. Mail the application off with photographs and fee and you should get the passport in 4 to 6 weeks.
He does not need to be present. Actually you don't even need to be present. It can all be done through the mail or, if it is easier, you can use one of the Passport/Visa services that charge a fee but make the whole process very simple.
